He's not chibi, but you can easily scale him down in his cns file, by opening it with notepad, and chnaging both x scale and y scale to 0.5 each. By the way, if you are to scale him, I recemend hi-res mugen
The reason for this is if you put him in regular mugen scaled down, the sprites don't look good at all.
